All of Israel seems to be well served by inter-city bus systems. Each city has a bus station and Beer Sheva is no exception. Around the Beer Sheva Bus Station, there is lots of commercial activity. The station is in easy walking distance of the Shuk Municipal Market, Abraham's Well and the Old City. There is also a modern, bustling shopping center accross the street from the Central Bus Station.
Beer Sheva is blessed with an excellent local bus system operated by the City. At the time of this writing, it costs 2.10 shekels to ride the city buses.
The bus ride to Tel Aviv costs 14 shekels each way and takes about 1 and 1/2 hours. If the traffic is heavy (which is likely) it will take longer to go to Tel Aviv. The Jerusalem Bus costs 16 sheckels each way and takes a bit less than 2 hours.
